One person, one vote, one identity at the border

Biometric registration, de-duplication and verification for electoral commissions, civil registries and border agencies, built on open standards and kept under the state's control.

The problem

What makes a public register trustworthy? Each person should appear in it once, and the person who votes, crosses the border or receives a benefit should be the person in the record. Paper registers and document checks fail at both: people register twice, under-age and fake records stay in the list, and a borrowed or forged document passes at the checkpoint.

What you get

Biometric registration

Mobile enrollment kits for registration centers and field teams capture iris, face and fingerprints, work offline and synchronize later. The same kits serve voter, civil and residence registration.

De-duplication of the register

Every new record is searched against the whole register. Double registrations and fake records are flagged for adjudication before the register is published.

Verification at the checkpoint

At a polling station or a border post the person is matched to the record in seconds. Iris helps many people whose fingerprints fail, one of the reasons for failed accreditations in past elections.

Watch lists and audit

Border systems check arrivals against watch lists and previous entries. Every match and every manual decision is logged, so the process can be reviewed by observers and courts.

Duplicates are stopped at enrollment, impersonation at the checkpoint.

Why iris

A national register needs a modality that separates people well enough to search millions of records without flooding adjudicators with false matches, and that works for the whole population, including farmers and the elderly. Iris has been used at the UAE border since 2001 for exactly this kind of exhaustive search. We recommend it together with face and fingerprint, so the register stays compatible with existing systems and with the face and fingerprint data in travel documents.

Sovereignty and standards

Open standards, no vendor lock

Biometric images are stored in ISO formats, and our components integrate with MOSIP, the open-source identity platform used by national ID programs. When the contract ends, the register stays with you. See database migration.

Data stays in the country

Everything runs in your data center, with encryption, access logs and retention rules set by your law. We provide software, integration and training for your own team.

How we start

We recommend a pilot in one region or at one border crossing: enroll a sample, de-duplicate it, and measure failure-to-enroll, false rejection at the checkpoint and the share of duplicates found. These numbers are what an electoral commission or a border agency needs before a national tender.
